If I were you, I would stick to the pre-med plan if it is offered. That program is structured and created that way for a reason, and that reason is likely that the faculty have tried to construct a curriculum that gives you the best shot at being accepted into medical school, which is highly competitive. The courses that you take in your undergraduate education will vary depending on which school you choose. To see the exact courses required go to a school you are interested in, search for their undergraduate catalog, and find the pre-med program. Health Care Management, deals with the more administrative side of health care and wouldn't benefit you as much in my opinion in your goal to become a pediatrician. I would worry that you may be behind others who did choose to do the pre-med option.
